Staffing
With companies looking to rationalise employees on their payroll, outsourcing of staffing solutions is an emerging segment, a yet another fresh pasture for outsourcing.
The latent size of this market in India has been estimated to be around $2 billion with a current exploitation level of $ 27 million, growing at about 50% annually.
What exactly is manpower outsourcing? It is a workforce utilisation model well established in the west and has slowly gained popularity in India too over for the last two years. It involves providing personnel to the companies for a contracted period. These personnel are on the HR consultant’s payrolls, who also enjoy benefits like PF, ESI and medical insurance.
This model has a certain de-risking mechanism built into it. Moreover, as the companies are becoming aware of their core and non-core areas, they are least interested in direct recruitment for peripheral jobs. After all, companies have now realised that headcount is directly related to the revenue.
Moreover, if the employer and even the employee see that they are not matching work demand, they can easily switch jobs without the hassles that usually go with it. Companies thus experience the performance and contribution of deputed personnel while enjoying flexibility and freedom to focus on the core business.
You name a particular sector and you are sure to find giants slowly opting for this formula. The trend has been most popular with the MNCs. Actually, when the MNCs feel a manpower constraint, they prefer to take this route for it takes a lot of time to get the sanction for recruitment from the Ministry of Human Resource Development.
Slowly, this seems to have hit the public sector companies as well, but it is at a nascent stage with more of short time or temporary jobs. Industry estimates put around 15,000-18,000 employees working on this model in the corporate India. If the history of manpower outsourcing is traced in India, it all started with the outsourcing of security and maintenance staff. However, today the trend has caught on in junior and middle-management level as well, whether technical or non-technical.
